Computer Freezes After Boot

Hey all!

 

My buddy upgraded his CPU and MOBO from an ASUS ROG Stix z390-E and i7-8700K to an MSI MPG x570 Gaming Pro Carboon WIFI and a Ryzen 5 5600x. He's updated his BIOS and activated windows with his hardware changes, but whenever he boots up, about 20-30 after startup the computer is unresponsive. He can see his mouse cursor, but it will not let him interact with anything. I asked him to disconnect his HDD and that's not an issue. He's reseated all power cords. Does anyone have an idea of what his issue may be?
