raspberry pi 4 model b 4gb ram problems

Hi, need help regarding an issue in my raspberry pi model b it was running kali linux yesterday and today i did a  install of raspbian on it it was noobs version 2.5.3 i downloaded it a while back so now when i try to run it the whole thing is stuck in a boot loop shows the colors then restarts i noticed that the cpu was quiet hot and provided a nice cold room and a small fan to it. still nothing i tried  reinstalling the sd card but no my sd. card was also running nicely on my other pi 4 so thinking about doing a clean installation with the latest version of noobs

any suggestions??
