What's the question/concern?

Six RGB fans is hardly a load if you're trying to "stress test" the PSU.

The RMx has a semi-passive fan. At low loads and temperatures it won't spin. It's normal for the fan to stop, especially if you have a very light load like a couple of watts from a few fans on an 850W power supply.
