wifi not properly working. connected but not working.

My wifi will connect but its never at the best speed it should be, but that's not the main problem. After a random amount of time my wifi wil stop working. it will still be connected at the bottom. If I'm watching a YouTube video it will stop and there will be a spinning circle. If I search something on google it will be stuck loading, it wont say "no connection" or show the dinosaur. my wifi is still connected but it doesn't work. then after maybe 1 to 5 mins, it will start working again. 

Does this mean i have a bad pcie wifi card.  

 

i have tried clean windows install, update wifi drivers, ihave reset wifi router, I don't know what else to try.
