Z370 supports 8th and 9th gen, but on prebuilts with custom mobos sometimes the BIOS only supports the CPUs that were available as choices for that PC. See if the product page for that machine has some compatibility info or BIOS updates that mention specific CPUs.

Z370 supports the 9th gen Intel CPUs, but only with a BIOS update which would have to be something Dell provides.  You'd likely find it on their driver website if it exists.

 

Failing that, any other 8th gen CPU should work out of the box, such as the 8700K, but I imagine that will only be a marginal improvement at best over an 8700.  A new motherboard is also an option, though I've know Dell to use some weird form factors for their motherboards (and by extension the case it's in) so be sure to check one would fit.
