Will a processor with 2GHz always be faster than a processor with a speed of 1.8GHz, irrespective of ALL OTHER parameters, for your application to run till the end?

No. Depends on the architecture and how many instructions the CPU can handle per clock cycle (IPC)

 

A current day CPU running at 1.8 GHz is most likely going to be a lot faster than a 10 year old CPU running at 2 GHz.

if everything else is the same, including stability
