Low GPU usage on games

By now you've most probably seen many of these kind of posts

 

I just honestly can't find a proper solution so this is my last resort

I'll start off with my specs 

 

CPU: I5 8600k @ 4.4GHz

GPU: GTX 1080 

RAM: 16GB DDR4 @ 2700MHZ (XMP is on)

 

Game (call of duty: cold war in game)

First of all let me explain what I see on Task manager.
On my GPU I only get between 1% and 3% utilization.

My dedicated GPU memory goes to 3.9GB and shared goes to 1.3GB.

My CPU goes to 100% and RAM usage goes to 10.8GB.

All these numbers are similar in different games like: F1 2020, GTA V etc. except for Esport titles.

On Overwatch and similar games like CSGO my CPU and GPU are pretty balanced going from 70% to 90%.

 

 

I've tried everything that was suggested. 
I've done a clean windows install have all my drivers up to date as far as I know.

Done the windows settings thing where you put your games exe file in and change a setting to performance mode.

I've done the Nvidia control panel one where you change that to performance mode.

 

My settings on Nvidia control panel are shown in the screen shots.

Things not listed in screenshot.

Vsync: off

Triple buffering: off

VR pre-rendered frames: 1

 

I'm not sure if my CPU bottlenecks my GPU.

I've looked it up on a calculator website and it said it was only 3.9%.

any help would be greatly appreciated, I'll basically try anything right now.

try removing stuff and checking off the list as it coule be a app or something conflicting or bad ram try unlugging all usb and go in to safe mode and try boot a game and just so you know im not a pro at fix pc but i would try it if you havent alrdy...

but fps really isn't affected 

even on low-med settings on cod I get regular frame drops to the point where on the map Moscow I never go above 120 fps (my fps is capped at 200)
fps is generally low on cod and horizon zero dawn but on F1 2020 which basically shows the same cpu and gpu usage as cod and zero dawn

I've done the bios update and it seems to be more stable now 
It still displays 1-2% gpu usage so its most likely a bug

Thats awesome news and yes i had same issue with the bug if it still bothers you get gpuz or tweaker2 and see what they say im sure your gpu is running fine as mine was

It was indeed a bug downloaded gpuz loaded a game and showed the correct usage
