Vsync Wont Effect

I have 2070 super and I switched the image settings to performance mode but when I enable vsync in games, the fps won't cap. Any suggestions?

did you check the Nvidia control panel there is an option that disables vsync computer wide

Your nvidia control panel global settings are likely over riding the application specific settings.
