Very weird issue regarding Ctrl+Alt commands...

Hi!

I have had an issue for a few years now that i have never been able to solve the times that i've tried. It is an issue that involves most of the Ctrl+Alt commands on my keyboard input not working at all. For example, the commands i want to use alot are ctrl+alt+2 (at symbol) and ctrl+alt+7 (forward bracket). The weirdest part of this issue is that it is limited to a few commands and not all. For example, ctrl+alt+del works just fine, and ctrl+alt++ (\ backslash) as well as ctrl+alt+9 (backward bracket, which is really weird since the forward one doesn't work). So this has been very annoying when typing my email adress or programming and has been driving me nuts for a long time now. I can not find anything like this when i google any similar issues. I also want to make it clear that this is not a hardware issue, since i have changed keyboards, usb cords, inputs etc.

I have tried a couple of things which might be good clues for solving this. First, i noticed that you can type some of the commands if you spam it quickly enough, but it happens very rarely. Secondly, the issue disappears for a few seconds when i reboot my pc, and when the startup programs turn on, the commands stop working again. So it seems very likely that it is a program in the startup that is causing this, Though i have no idea whatsoever which one it is! I have tried disabling some startup programs and uninstalling a few to see if it helps, but most of the keep starting when i boot anyway. I have tried doing a clean boot, which fixed the issue, but i was locked out of windows as a result of that.

Just want to add that i have read something on google about some "ghost programs" that lie in the background and change things. Don't know how to troubleshoot that but it could be something like that that is causing this. I have also seen something where two programs have macros that overwrite eachother, which disables some commands. This might also be the cause of this.

I really need help with this! Any tips would be much appreaciated. I do not know much about software troubleshooting, and i didn't really know where to post this question, so i hope you guys can help me. Thanks in advance!

I don't know if it's only me, but I have always used shift+number to get a symbol. Also, you could try the right alt (sometimes called AltGr), as it is often just Ctrl+Alt in one button.

Sadly this doesn't do anything

Right alt has the same effect as ctrl+alt, and shit+number gives me other symbols (like shift+2 = " ), and they work fine. For some reason it is only ctrl+alt commands that are affected.
