I’ve had this computer for a few months and it was perfectly functional until one day it did not start up properly, (pc turned on but monitor was blank). I look into my PC and saw the EZ Debug LED was lit up and displayed a VGA problem.
 

I tried different solutions as reseating the RAM and GPU to different slots, only using one stick of ram etc.

 

Can someone help me?

My specs are

(RAM) Corsair Vengeance LPX 16 gb 3000mhz

(GPU) XFX Radeon RX 580

(CPU) AMD Ryzen 7 3800XT

(PSU) EVGA - GA Series 650W

(Motherboard) MSI MPG B550

 

Note - Sometimes when I start up my PC, the graphic card’s don’t spin but sometimes they do. This occurrence happens at random times.

A few thoughts:
1. There is a subforum specifically for troubleshooting this would get more response in, it will likely be moved by the mods. I went ahead and marked it for wrong subforum for you, the quicker it gets in the right place the better for you. 
2. You mentioned trying a few reseats and things, but just to make sure, did you check the cabling from pc to monitor? Did you check the monitor input? 

3. When you say you've had it a few months, are we talking new or bought used?

Insanity is not the absence of sanity, but the willingness to ignore it for a purpose. Chaos is the result of this choice. I relish in both.

Yes, the cabling of the PC to monitor is secure. It actually received the input from the PC (monitor turned on when pc turned on) but wasn’t able output anything and just said no signal.

And I had built this PC somewhere in November with fresh new parts all except for the graphics card.
