2 things -

 

1 - yeah your CPU is a limitation

2 - this benchmark is not just stock configurations, it's all settings. Even overclocks. People will overclock their systems to the gills (even if not stable) just to get good scores. That doesn't mean your performance is bad.

 

Run some games. See how much utilization you get. Run Superposition/3D mark. Compare those scores with stock 2070s.

Taking your PC to a quarter-mile drag strip to see what time it runs would be a more useful benchmark than that atrocity of a site.
