Motherboard: TB85 Biostar (no, i do not do minning)
Memory: Kingston Hyperx DDR3 8GB
Storage: Kingston A400 120gb SSD
Storage: Samsung HD502HJ 500Gb HDD
Video Card: Nvidia GeForce GT 1030 OC 2GB
Case: Soneview (? 
Power Supply: X Tech 600W (?

Sometime my pc freeze even if i'm not using like some hard game or program

I may be wrong but 400$ will not get you a build that can provide good graphic design and gaming performance unless you are cranking down graphical settings. Your best bet is to upgrade the motherboard and CPU now and save up for a GPU upgrade later down the line. You also mentioned you live in Venezuela, so there is very little chance 400$ is going to manage even that with the prices over there. I would honestly just keep saving and maybe upgrade your storage to an larger SSD since that's the best, cheapest upgrade for any system.

I would honestly keep your graphics card as it should suffice for light gaming. I would probably get a last gen ryzen cpu, a decent mobo, and a ram kit. You should be able to get it all for about $400 to $500 usd. That being said, I have no idea about parts availability in Venezuela, but that is what I would look for if I were you. I'd recommend checking out the used market as well given your price range. If you can't find anything, I would probably just put a better drive in and save up more.

Unless you change the processor especially because it's celeron and motherboard and ram, I don't think you can do any decent graphics design. Get atleast a 1tb harddrive. Also going AMD would get you more performance than an Intel pc with the same budget.
