LGA115x has the same cpu cooler mounting spec as LGA1200. No need to replace the Hyper 212 EVO. You will need thermal compound and either isopropyl (rubbing) alcohol or compound remover.

 

You could save a bit using ddr4-3200 CL16 memory without significantly affecting performance.

Gaming. Specifically High FPS, Low Settings Gaming. Want more frames in CSGO. I do video rendering and editing in my free time so more cores would be nice.

I have two 1080p monitors. One is 144hz.

I have an 850W PSU.

I have an EVGA GTX 1070.

I have two SATA SSDs and one SATA HD.

I have an old Cooler Master Hyper 212 EVO I got when I first build this PC. (Not sure if the brackets I have will work on new MB/CPUs)

 

I want to replace my Motherboard, RAM and CPU to upgrade my PC and hopefully give me more FPS and performance.

OLD CPU: Intel i5 4690k OC to 4.5GZ

OLD MB: ASRock Z97 Extreme6

OLD RAM: Corsair 2x8 16GB

 

I am aware of the current GPU shortage so I am biding my time on upgrading my GPU. With $500 can I find a good CPU, RAM and MB combo to upgrade my 4690k with its overclock, or is it better to wait?

I want a new CPU since this build will eventually turn into my full new build hopefully when prices go back down.

Is doing an upgrade like this worth it?

OR is it better to wait and upgrade everything at the same time?

What would you suggest I look at?

I am willing to stretch my budget a bit maybe to ~$550.

no need of thermal  compound it comes preapplied with stock coolers and any other coolers

It is needed when a cpu cooler mounted on one cpu is moved to another or removed and remounted.
