Zotac AMP Extreme GTX 1080 Ti no signal, artifacts and bsods.

I recently upgraded from a GTX 1080 Gigabyte to a GTX 1080 Ti Zotac AMP.

Specs:
CPU: Intel Core i7 8700k @ 4.8GHz (Cooled with Corsair H110i)
Motherboard: MSI Z390 Gaming Plus MPG
GPU: Gigabyte G1 Gaming GeForce GTX 1080 GP104 Pascal @2GHz
RAM: G.Skill Ripjaw V Series 32GB 3200MHz DDR4
Hard Drive#1: Seagate FireCuda SSHD 2TB
Hard Drive#2: Western Digital Scorpio Black 320GB
Solid State NVMe M.2: ADATA XPG SX8200 (Windows Drive)
Solid State Drive#3: Samsung 860 QVO 1TB SSD
Solid State Drive#4: Samsung 850 EVO 250GB SSD
PSU: SeaSonic Focus Gold 650W

First installed the card, display had zero signal. Took it out and reconnected the PCI power cables with new ones. Saw a signal but instantly froze and artifacted. Plugged in separate power cables for the 2x 8 pin that card needs. Still nothing. Reinstalled the old GPU and changed bios settings so it uses default integrated graphics. Plugged in HDMI directly to the MOBO. Finally can see display, boot into safe mode and uninstalled the GPU drivers, shut down and reinstall the 1080 Ti. Get a signal but its from the integrated graphics. Install the drivers screen shuts off and is black once again. I shut down and restart into bios and change back the GPU. Start up windows finally see a display but it immediately starts to artifact and blue screens.

Any idea what would cause this? I dont have another system to test the card on.

Where did you get the 1080ti? It sounds broken.

I bought it used but i was ensured it was tested before it was sent to me and worked fine so idk.

Also want to note. Windows does detect the device in device manager.
