Buy the 2070, then sell your existing card.  Otherwise you will be without a graphics card for a long time.  

Personally, though, I'd say to do neither: ebay restricts the sale of certain cards to people who have enough seller reputation, so for all you know you won't even be able to sell your card at today's inflated prices.

is this a new thing? i sold my gtx 1070 about 2 months ago as the first item sold on my ebay, no issues.

Could be that only 30 series cards are restricted or that they only recently started putting the restrictions in place.  I did try to sell a 3060, though, and they wouldn't let me.  Haven't tried my 1070's yet cuz I don't feel like disassembling water cooling gear.

There were a lot of peeps selling empty 30xx GPU boxes for 500+ before Christmas so I'm not surprised.
