Java server running in background

I'm trying to start up my server, but I'm sure there's already a server running in the background since I can communicate with it through a web panel through localhost. I tried closing down any java proccess that was still active, but it just opened itself again. I also tried shutting down my PC 3 times.

 

The problem is I cannot run my server through a new 'prompt?' screen because it'll say my ports are already in use.
