PC doesn't post when gpu plugged in

I just wanted to check my theory of the PC i have,

so recently i wanted to update the sofware of my gpu and i did but when the update was near finish it decided to cfrash, and when i turned the pc back on no post.

But when i unplugged the gpu whille troubleshooting it posted, 

and my theory was that it's a power line/rail isue.

but i am not fully sure so i wanted to hear other people they're thoughts.

do you mean your botched a vbios update on the gpu?

i think so i'm not sure i believe i just updated the drivers i cinda forgot because a week and a half has already passed sinds

but i downloaded it on the AMD website that is all i firmly remember

well then remove the gpu and check what you actually attempted to do and what you downloaded.
