You mean installing the OS? If you build your own computer (vs buying a prebuilt one), the hard drive or SSD is blank with nothing on it when you buy it. At that point you can turn the computer on and access the BIOS, but that is about it. To get an operating system like Windows or Linux, you need to install one using a USB flash drive or a DVD. Once you install the OS onto the hard drive or SSD, you can then boot into the OS that is now installed on the hard drive or SSD.
