The "committed" area refers to all of the virtual memory in use (so both ram + swap).

 

To see the total of your actual physical ram, just look at the top right of that same window, right above the chart.

so i have 32 GB of ram and i overclocked from 3200MHz to 4000MHz and now it shows 41.4 GB in task manger is this normal

It's probably taking some SSD/HDD space for.RAM as well. Available + In use do add up to about 32GB
