Budget (including currency): Around $3k NZD (2.1k USD)

Country: New Zealand

Games, programs or workloads that it will be used for:  Cyberpunk, Shadow of the tomb raider, Forza, Red dead, Metro exodus and etc. All on high detail and raytracing

GeForce RTX 3060 12GB 1867MHz: I found for $1,049 NZD ($750 USD)
AMD Ryzen 5 3600 6 Core,12 Threads up to 4.2 GHz Max Boost: I found for $350 NZD (250 USD)
Corsair Hydro Series H60 V2 All-in-One Liquid Cooling: I found for $135 NZD (100 USD)
G.SKILL 16GB DDR4 3200Mhz (2 x 8GB) : I found for $150 NZD (110 USD)
ASRock B550 Phantom Gaming: I found for $250 NZD (180 USD)
Samsung 980 Pro 1TB M.2: I found for $320NZD (230 USD)

Assuming you will be playing on 1440p, this would be my recommendation.

Change the 980 pro to 970 evo/evo plus. With this CPU you'd prolly be fine with the stock cooler that is included, unless you do hard OCing. Also, if you can, don't buy a GPU now, it's so grossly overpriced. Probably buy an Intel CPU like an 11500 with a b560 mobo and 3200 Mhz ram, use the iGPU and wait till the tide gets over.

This is a good build, I'd suggest a few changes tho. He will probably be fine with the stock cooler, change the mobo to b560, no need for h570, change the SSD like I mentioned, and pour in the remaining budget for a GPU.

That’s not even close to his budget. You could spend 500 dollars more
