Computer restarts when booting OS etc

My computer has these weird lines and keeps rebooting about 5 seconds into the windows logo from all devices. An HDD, an SSD, and USB (media creation tool).

 

BIOS loads fine and I just updated it. It happened 2 days ago and I havent changed anything major before that. Could it be the CPU? 

 

Tried different GPU, RAM, and PSU with no luck.

Specs:

Motherboard = ASRock A320M/AC

CPU = Ryzen 5 3600

GPU = XFX RX580 8GB

RAM = Ballistix 3200mhz 2x8GB

Hey so it seems that you probably found the issue by elimination so it could be either the motherboard or the CPU, it could also be your PSU if it's really low power / quality but that is unlikely (like a 400W PSU or something). Also AMD does not have integrated graphics right? so can't be that you plugged the HDMI into the Motherboard instead of GPU. So yeah, mother board or CPU hopefully it's just some messed up CPIe lanes or something

Okay thanks for the inference on probability. I will see what I can do about finding a CPU to test with.

It ended up being the CPU. I don't know why but I borrowed another 3600 from my neighbor and it just works not. Very confusing but just glad it's working 100% now. Thanks for the help.
