For those parts, most likely. Laptops are hard to cool because of their diminutive size. The more power you pack into them, the more of an issue that becomes.

Sounds pretty normal to me. Laptops tend to sacrifice cooling for smaller form factor and place in light packages so cooling high performance parts will be a struggle, otherwise they will be heavier. Also, the cores are boosting to near 5GHz.
