Will a Noctua nh-d15 be enough to cool a ryzen 9 5950x or will I need air cooling?

That cooler will work just fine, but what you mentioned is an air cooler

A d-15 is good enough, it performs similar to 240mm AIOs and if you don't want the hassle with water cooling it's basically your best option.
