Games, programs or workloads that it will be used for: Music, Games (Squad, Rising Storm, Arma, and rust), and movies. 

Other details Starting from scratch. I have a decent home stereo receiver, pre amp, and decent speakers. I’m planning to use my UHD tv as a monitor, to cut on costs.

Squad, Rust, and Arma are gonna be out of reach at the given budget. You need to at least have enough to get a dedicated GPU but this will get you a Ryzen APU at best. You could get a decent indie gaming PC along with aging triple A titles otherwise I would keep saving.

You can either look for a 500 dollar prebuilt with a graphics card.I bought a ryzen 3 1200 and GT 1030 prebuilt for that price and it could barely run Rising storm  2 and I don't think you would have a good experience in arma or Rust.

Or you could get an older dell optiplex(I found an i5-6500 and 8gb ram dell pc for under 200$) and add a gtx 1050 to or preferably a gtx 1650.
