Well today i had my first customer who complained about this. Looked a bit throughout the net and it turns out in like 95% of the cases this happens on systems with nVidia GPU and below 10th gen intel CPU. There were few suggestions of changing the game priority in task manager, so i tried it and in that case it helped me (was High, set it to normal and the FPS returned to normal ~110FPS on 9700k and 1080 non-Ti @ 1080p High settings). As a comparison i tried on my system and it gets ~100FPS @ 1080p and everything at high w/o messing with anything (ryzen 3600X and GTX 1070).

So yeah, go ahead and try with different priority setting from task manager and see if it will work for you. I don't think it's an nVidia driver problem, but game code one. Think it really likes to saturate those threads and cores to max and that's why old Intel CPUs tend to lag behind.
