best you can do is check retail sites regularly, find some good twitter accounts to follow for stock alerts, maybe some discords. definitely check any microcenter's you have locally if possible. with a lot of patience and even more luck, you may find one at retail. still might not get one until the market stabilizes a bit though. looking for a used card at a "reasonable" price if you need a gpu asap may be your best bet for now.

If you have to ask, you won't be able to. Just follow one of the many trackers or Twitter accounts and wait for retail drops. Newegg does lotteries for opportunity to purchase graphics cards pretty regularly. Unfortunately, everyone is in the same boat. There's no magic solution.
