Games, programs or workloads that it will be used for: Black Desert Online and Elite Dangerous 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Need a monitor as well! there isn’t much to tell here as long as it is at least 1080p! This is for my fiancé who is currently in Japan with her family for a while taking care of them and I want this to be a surprise for her~

She has an HP Pavilion Laptop that has been running BDO at 20 FPS on low settings for a month and a half now.

pcpartpicker uses Newegg's website but the problem is it that it is not from japan and it charges a lot to deliver to japan so the prices are much higher. You will likely have to check Japanese websites with computer parts. Try looking for the following:

i5-10400
B460 motherboard (should not be too expensive)
16gb 8x2 RAM 3000mhz (or more mhz if same price)
P360a/P300 from Phanteks
SN550 500gb SSD
650w power supply
1080p monitor

Hopefully you will have a bit of money left for the graphics card, prices are really high right now, so I would recommend waiting, but if you can't you should look for deals on the used market.
