No, instructions for Arch will not work for anything Debian based. Despite them having different package managers they also use slightly different system paths for some files.

 

As for Debian Vs Ubuntu, it depends on your use case. Generally speaking Ubuntu runs on a rolling release cycle which means you get updates faster but this sometimes comes at the cost of stability where as Debian has a standard release cycle so things like the DM, Kernel Image and other system services tend to be a bit behind the current version to keep stability high.

 

You can somewhat mitigate this by just using an LTS release of Ubuntu but its still not quite the same.

 

This is how I see the difference, if you want a server running a long term service that you just want to setup then leave it alone and forget about it use Debian. If its a homelab/tinkering server that you intend to play with lots of things on then use Ubuntu LTS. If its for a normal desktop use then go with latest desktop Ubuntu. In my experience Ubuntu has a much bigger community for things like troubleshooting than Debian does though in lots of cases (though not all) instructions for Ubuntu will apply to Debian.

I take it you lwant to make installing the nVidia driver easier.  However, you have not stated which nvidia card you will use.  

 

Suggest insatlling a Debian distro like antiX
