Post problems

Hello. I have an Acer tc-220 pc and a while ago just before christmas my power went out whilst i was about to install windows. 

When i turned my pc back on it showed me then froze on the post screen where it says acer. I went to google and tried lots of things. Tested the ram, psu, hdd, gpu all in my friends pc and they were fine. I removed and reinserted the cmos battery and switched the jumper pins to reset the bios and still nothing.

Do you have any advice on how to fix it that preferably doesnt cost anythin.

If i press Delete to enter bios as soon as i turn it on it says entering bios then freezes strait away and same with F9 F12 F1 and all the other buttons i tried
