Need help with building a new PC

I mainly game on my PC and use creative cloud on my Mac, but when I have a big project I need my PC. Right now, I have GeForce RTX 1070x and would like to keep using unless it is too old. At this point I haven't ran into many games the my GPU cant handle. My CPU is where it's bottlenecking. If you don't think its needed as well, then I want to make sure I can upgrade to 3080x at some point. I also have an old HDD and SSD.
