Had a pc built by a local shop and after having just gone through it all with a fine tooth comb I noticed the cpu screws inconsistency tightened. All loose. One wiggled >.> I tightened them about as firmly as two fingers can manage. Nothing crazy. But I would really like to know what the recommended torque spec is if any. I cannot seem to find any information on such for the 5950x.

All coolers AFAIK besides bottom barrel garbage ones have a bottom our that will stop allowing you to tighten beyond what is safe. 

 

What cooler do you have on it?

Yes, tighten them down until they no longer turn by hand.

Yea, they should bottom out to where they should be properly just by using your fingers to tighten.

It's a different socket, using LGA and a different mounting mechanism.
