Possible GPU/CPU Issues?

So I've been having this issue for a while where if I try to play a games on my pc and stream at the same time, very significant issues arise. In Warzone, for example, I usually hover at around 100fps and out of nowhere it'll drop to about 30fps with extreme stuttering and dropping and the only solution is to end my stream and close obs [it happens with both obs and Streamlabs obs] in order to get the frame rates back to normal. However, it still seems to have a residual effect and the frames continue to drop or stutter every few seconds and the only solution is to completely restart my computer but then the cycle repeats when I try to do those things again. Bios & all other drivers are fully up to date including fresh re-installs as well as multiple re-installs of Windows 10 Pro and the issue still persists. I have also just recently swapped my motherboard from a ASUS B-550 where I had the same problems so I can at least exclude that as the issue along with the RAM which has been thoroughly tested.

Check memory utilization. If it's near 14-15 you probably using page file.

nah that's not it because I usually have 32 GB of RAM but one of my sticks just became faulty so I had to remove the pair, but Ram utilization usually doesn't go that high anyway
