'New' GPU, fan spin no display

Just got a used EVGA gtx1060sc 6gb [06G-P4-6163-KR] off Ebay ($300, seller seemed solid) for my ASrock b500m itx Phantom (3950x, corsair 600w, windows 10). 
 

Plugged in to get GPU fan spinning to 100% but no video out.

 

Troubleshooting so far:

Still running fine using my placeholder geforce 8400gs 1gb, so rest of system seems ok.

Reseated GPU... Can't try other ports as I only have HDMI connection.

Rebooted in safe mode with "minimal" selected.

Dunno if software can cause this - I assumed at least some basic functionality without drivers?

Also tried MB bios update but no avail. Seller mentioned testing GPU before shipping.

New to PC building so would really appreciate any tips!

 

EDIT: tried in another PC, GPU dead.
