PC Frezees Except For Mouse

Do you have NZXT CAM running?

Sounds similar to what some people have in this thread:

 

 

The Issue:
Randomly, or not, my pc freezes but mouse still moves. I can click to things for example I can click to close apps, apps look like they are closed but the logo on the taskbar doesn't go away, probably they are not closed, or I can click to restart or close the PC but it doesn't do anything so I have to push the reset button on my case to restart my PC. Keyboard is working too, I can open start menu. Another weird thing is that when it happens, it happens twice in a row like 10-30 min later it happens again.
I have this weird issue for some time now. I do not remember when it started but it has been going on for at least 7-8 months. It really annoys me. It thought it happens randomly but it looks like that it happens when I am watching something, like from browser (twitch, youtube), Netflix app or Prime Video app. I do not know why the hell it happens. It did not happen any time while I am just playing games, but it happens when I am watching something while playing games. Any suggestions?

Formating Windows
Using a brand new SSD for Windows
Replacing GPU
BIOS update

There is no overheating
Event viewer has nothing wrong

Your description definitely means that the CPU is not being locked up. Which means it is likely not a hardware issue. And it sounds much more like a software issue. Too bad my specialty to hardware, but I will still attempt to help you.

 

Does CTRL+ALT+DELETE  work? It can take a while for the menu to appear, but going through task manager would really help. Because you have a much better chance of getting the offending app to really close. 

 

And do you get dialog windows saying stuff is not responding or some of the apps get a gray translucent overlay on them?

Also can you explain what you mean by "formatting windows" because you can't just format windows, you can format a hard drive and install windows, but then you need to make sure you select the option to delete everything so that you remove many possible issues or even causes.

Apps just freeze. There are no dialog or error codes or something.
CTRL+ALT+DELETE works but Task Manager does not open (I'll try again, it has been a while since I tried that)

I format all the disks, installed windows and it does not change anything. So I  bought a new SSD, format all the disk again and installed windows. It does not work too.

Ctrl+Alt+Escape also opens up the task manager, it just doesn't work if the computer is frozen in the more common ways. Did you use backups and disk images, or just manually reinstall everything back? If you just manually reinstalled everything, then your problem is very strange, and it might be worthwhile to take the computer apart, rebuild, and then redo windows again, but do it differently. Try to change up as much as possible, but don't be destructive.

Yes, I have been using NZXT CAM for a time now. I have not suspect from it though, interesting. I will try deleting it and see if there is any difference.

I manually reinstalled everything, no backups or something. Actually, I tried to take computer apart too, both for cleaning and see if there will be any difference but I did not help.

Looks like uninstalling NZXT CAM solved the problem! 3 days and no freezing so far.
