Wait a second, did you make sure that those motherboards were compatible? You dont just take a guess whether it will work or not.

Can you check for external damage on the boards, both from the top and the bottom?
Have you tried to clear the CMOS?

Well for the other board that has an i3 3220 it did have damage on the back while the board with the i3 4130 doesn't it only starts when i jump start it

First thing to try, take out the board, CPU and GPU.  Stick it on top of a cardboard box, and try to start it from there.

If that works, then you're safe on components.

After that double, triple, and quadruple check motherboard standoffs on the case.

What're you using as a heatsink?  I don't think AMD chips of this age had thermal protection and would fry themselves without proper cooling

Edit:
Here's the list of supported CPUs for your motherboard:
https://www.msi.com/Motherboard/support/A68HM-E33-V2#support-cpu

a number of these chips are on ebay and such for 15-30$, so you can find something cheap enough to replace it.

Iam using the stock heatsink

And you are using the intel stock cooler
That should be fine, as long as no OC
Also check that your case button works
IK it is strech, but that would be the only thing that could be the problem
If the board works just fine when jump started
