Upgrading Memory Stuck at Initializing

I have a SuperMicro X9DR3-F Motherboard that I upgraded the CPUs to dual E5-2643 v2 and those seem to be working fine.

Had Micron 4x 4GB 1RX4 PC3L-12800R dimms in it.

Bought Samsung 8x 16GB 4Rx4 PC3-8500R dimms.

If I put only 4 dimms in it will boot fine.  Slots A1, C1, E1, G1

Load all 8 dimms and sits at Setup Initializing...    2F

Slots A1, B1, C1, D1, E1, F1, G1, H1

Firmware is showing at 3.3 on motherboard.
