Dell Optiplex limiting power draw to 80W

Hello, I was wondering how to unlock that power draw.. The PSU is not that crappy proprietary 80W stock Dell power supply. It is a new, standard and modular one. It is the Corsair SF450 which can supply 450W. The CPU draws 73W so that leaves a little power for the rest of the computer. Does anyone know how to do that?

What? Cpu power draw is not same the same as psu power draw. What you trying to do?

I'm confused as to what you're trying to do. What Dell OptiPlex? What do you need to draw more power?

I have the Dell Optiplex 980 w/ an Intel Core i5 650 @3.20GHz capable of turboing up to 3.46GHz. I am running Windows 10 32-bit (though it shows the processor can run 64-bit windows but I couldn't get it to install) with a Minecraft server. I turned off all of the power saving features.
