cpu fan

So the pc model is i3 3rd gen. The cpu cooler is an aftermarket one. ( a korean one). the cooler is not working. When i start the pc right from the time being it dose not works. What could be the problem? Any probable solutions?

Does the machine work? I mean you can use OS? Access BIOS?

If it's only fan that's not working then the easiest would be to buy a new fan.

is it aio system? ex. inspiron 2748?   i have the sam problem with my fans , they randomly spin , its just that there are sensors in the computer that make that fans spin at a higher rpm for cooling
