Hello guys.

so my pc is really old, it is running i5 4590 and i bought gtx 1650 Super for it few months ago and it was running pretty well but in some cpu intensive games i was having lags and stutters, so i decided to upgrade my cpu and i want to buy a Ryzen 7 3700x, but i don't want to upgrade my video card. Do you think setup like this is good for gaming?

What kind of games are you playing? Have you considered the 5600x?

For gaming you are fine with a Ryzen 5 or i5 indeed. Look at the Ryzen 5 3600, 5600X or Intel Core i5 10400, 10400F, 11400. 8-Cores of the Ryzen 7 is not necessary, just better if you do more than gaming. Your video card is fine for gaming on 1080p resolution.

So i won't have any lags in games with this setup because my gpu is way too weaker then my cpu or something like that right?

Your lag and stutters can be caused by several things. One of them could be the older hardware you used and cpu bottleneck maybe. Another thing it could be is a clogged Windows install or non up to date software. Finally it also could be your power supply not being able to handle everything.

Do you use a SSD? And what power supply do you have?

Try to use some program like MSI Afterburner to see if your cpu really reaches 100%. Sometimes it can also be the ram being at 100%. How much ram do you have?
I think your PSU is fine and no SSD would not exactly mean bad performance, but it's nice to have though.
