Let it run in the background while you play a few games for 15 minutes or more. When done, check what the maximum temp readings are. They may or may not be with acceptable levels. If they run too hot, they could thermal throttle thus hurting performance.

Heyho, I've had problems with fps for months. 
I play cs: go and minecraft regularly and only get 20-80 fps max.
Have tried a lot, updating drivers, removing dust from the GPU, etc. but nothing helped. 
In-game I mostly play on the highest graphics because for some reason I get more fps than with 
lower settings lul.

GPU: AMD RX580
CPU: AMD 5 2600
RAM: Corsair Vengance 3200hz 16GB
Windows 10

Can you run userbenchmark, and see what results you get might pin point if a component is running worse than expected.

 

to many question for me with just the data provided.

Is the GPU worn out/faulty?

CPU and memory might not be playing nice together?

your motherboard might be using some PCIe lanes for other componets if you have other items plugged in.

Could be software issues do you need to run DDU, Is windows busy doing loads of background tasks, Is another program running?

FPS will also be governed by your screen resolution as well and graphic settings in-game.

 

What you really need to assess is if you have an actual hardware or software problem. Or, maybe everything is functioning as expected with that hardware.

 

Try UserBenchmark and compare your CPU / GPU results online. See if any of your components fall way outside of nominal range.

Have you made sure that the temps are still good? Clearing dust is useful, but it won't necessarily be the solution if your thermals were already in check. It also won't be the solution if something else is causing the components to get too hot

Turn it off, and watch for any perfomance gain.. if it does increase FPS, then its most likely your backround apps making mess with your CPU.. In order to avoid that, you need to make the CPU focus on one program, try setting priority on high in the task manager.

Go ahead and paste the URL of your results. The important info is in where you rank within the bell curve of each component relative to others with the same.

 

Gigabyte GA-Z170N-WIFI-CF Performance Results - UserBenchmark

 

Take a look at my i7-6700 and 1070, they're both above average. However, the Samsung 950 SSD is about average though some are way faster. Though that's more to do with CPU having an impact on the results. No problem, but just some perspective.

We could look at RAM as possible area of improvment is it in the correct slots and is the bios set correctly to make best use of it.

 

I would focus though on the background processes on the CPU. You need to start up the pc check task manager shows all you resources only being at 1 to 2% utilization then run the games and only the games. Also how are you monitoring the fps Radeon software is the most stable, msi afterburner can cause some hardware isssues. 

 

I have an RX 580 and i notice when pushing the card to it's maximum performance you receive massive drops. for example doom eternal will hit mid 100 or higher when unlimited at 1080p ultra settings but the lows can then drop to around 40 which is noticeable. If I turn on v-sync it runs at 60 fps and never drops more than 55fps the hight 1% lows gives a smoother experiance.

The RAM is placed in slots 2 and 4 and It is setted good up. I monitor it on CS:GO with the commands cl_showfps 1 or net_graph 1 ingame or Radeon software and in Minecraft by pressing F3
