I use an intel i7-4790k with the stock cooler and getting 100°c in games like forza horizon 4 and witcher 3. I'm looking for an upgrade. I'm confused which one would be a better Cooler Master Master air MA610p or Cooler Master Hyper 212 black edition. Both have the same price but the former has 2 fans with push pull configuration and the latter seems to have a bigger heatsink. Any recommendations?

The stock cooler should be perfectly capable of cooling the CPU, people usually replace them due to noise and not because they hit 100°C

I already did that, didn't work at all. It idles at 45-55°c and in games it's usually 90-100°c

Also I'm getting this issue where when I close any cpu heavy application, the clock speed still remains at max and the temperatures between 85-90°c. My windows power options are on Balanced mode, I even clocked the processor down to 3.1 ghz, tried lowering the voltage. Nothing worked. It kept running on 4.2 ghz or 3.1 ghz when I down clocked but it idles at the max limit, unless I open task manager, the moment I launch task manager the temperatures and the frequency start to rapidly drop.
