Specs: 

MB: ASUS Prime X399-A TR4

CPU: Threadripper TR1950x

RAM: 32gb Corsair Vengeance LPX 1922MHx (4x 8gb sticks)

GPU: EVGA GTX 1080 FTW

PSU: Antec 620 watt High Current (not sure the rating)

 

Background: The system booted and ran flawlessly until I sold it to a coworker - I wiped it to a fresh install, and all was well. I took it to them, and it never booted for them. It doesn't post, doesn't do anything. No fans spin, nothing. I've tried everything outlined on the troubleshooting page. The ambient RGB on the MB comes on when the switch on the PSU is turned on, but whether the power switch on the MB is used, or the pins on the MB are shorted, or the switch on the case is used, nothing happens, and the post code display on the MB shows no activity. I've tried pressing the bios flash button to no avail. I tried with all combinations of the four 8gb sticks. I have a known working GTX 650 as well, and tried with that to no avail. The 1080 works in another system. I tried with a friend's known working Seasonic 620 watt bronze SS-620GM PSU as well, with no change. 

 

I'm not sure whether to be suspect of the MB or CPU at this point. I'm not able to see any obviously damaged or blown capacitors or components on the MB. Any other troubleshooting steps that I may be missing with this hardware?

Try reseating the CPU and RAM? Sounds like a classic symptom of those, if not something worse like the CPU or Mobo being toast.
