Need help cannot game

Any games I install on steam even though my monitor is 75 hz the game gets locked at 30 and doesn't fix itself and the commands in console for cs go do not work reinstalled the games as some guides told me to but still and i know my pc can get more frames because some pirated games give me the fps i want its something with the genuine copies here are my pc specs please do not judge me i do not have money.

What games? Resolution? 30fps is probably what I'd expect at 720p in a modern game.

I could use some help with this!
