How do I fix these low frames?

So I just begun PC gaming, and I've noticed I am not getting the greatest frames. I've been playing CS:GO and have been getting frames from 30-100 and on Destiny 2, on all low settings, I'm getting less that 30 frames in game, and I havent gone above 60 fps. I also have a 60 hertz monitor, so I just want to manage around 30-60 frames in games.
Here are my specs:
RX 580 Sapphire Nitro 4gb

16 GB DDR4 Ram

1TB SSD
Pentium G4560 (2 cores) (Yes, I know this is terrible)

Windows 10 Home (not activated)

B250M PRO-VDH

I saw that my CPU was bottlenecking my GPU by 25%, and I don't know if that is terrible. So, what can I do to help my frames? Thanks!

A 25% bottleneck is pretty bad. Getting a better cpu would be helpful.

Where did you see that it bottlenecked by 25%?
If it was Userbenchmark, ignore what it it said.

 

Though you should upgrade your CPU. It is likely the problem.

What exact motherboard do you have?

Do you know any good CPU for my GPU? I was thinking something around an i5-7400.

i mean, its old. Just make sure its compatible with ur mobo, wat is ur motherboard?

Your CPU is DEFINITELY holding you back more than measley 25%.

thx i would say, get a used cpu. Some compatible cpus are the 7000 series intel cpus and 6000 series intel cpus.

oh, and btw, here are a couple of questions to ask the vendors:

 

- Has it ever been overclocked?

- Show me it in CPU-Z.

- Show me it in a stress test.

 

I would also say buy some thermal paste so u can reapply it.

I have a 480 and a 7400 (basically the same gpu as a 580)

I run overclocked, so the resaults wont be the same

fn @competive, 1080p, 80 in game, 100-150 in creative

csgo @low, 1080p, 200ish

mc @ high 1080p, with optifine, about 100-200 (depends on where).
