GPU not fully seated?

Hello everyone! I got this used RX480 GPU and I have issues with driver timeout all the time. I tried all possible solutions, even got a new PSU but nothing has changed. So, could it be that the GPU is not seated all the way in? It certainly looks like that compared to my old R7 360 GPU. Anyone had such issues?
