Hi, I recently discovered my Ryzen 7 cpu kinda 'throttles' itself at random times even the temperatures are normal. It throttles sometimes even during idle (temps around 65-75C), I occasionally clean the fans and checked for viruses.

Does anyone know what's causing this? I have my task manager screenshot attached so that you can see the dip.

 

PC Specs are:

CPU: Ryzen 7 3750H

RAM: 32GB 

GPU: RTX2060 6GB

SSD: SX8200 1TB

Unmodded/flashed bios

What are you considering throttling?  A modern CPU not running at 100% all the time is very, very normal.  You also have to factor in CPU type, boost, etc.  I mean, I see that it's not at the maximum boost clock right now, but that could be just thermals, laptop limitations set by the manufacturer or the silicon lottery perhaps.  What power plan are you on? Do you have updated AMD drivers?

I mean it really lags when it throttles on idle, I can feel the lag by just moving my mouse. It's currently on high performance power plan, I'll try changing to balanced and monitor it for some time.
