Until they release I'd *still* recommend the 10400f. 
Hyper212 evo: The 11400 unless something changed should come with a stock cooler (provided you want to use it), and the 212 isn't a very good cpu cooler, and it's not worth $30.

B460-A pro: Just get a b560-hdv, it allows for ram speeds up to 3200mhz stock. 

Ram: Fine, I'd upgrade to 3200mhz cl15/16

NVME: No dram cache, but it's pretty fine

Case: Decent, but would recommend the cougar mx-330g air if you don't care about aesthetics, and the metallic gear neo air if you're fine with blue fans

Power supply: Haven't seen that unit much in particular, doesn't look great. 
 

My recommendation at 1k: 

Had to sacrifice the storage for the 3070. Your friend can just add more if needed. If the cougar case had free shipping, which it sometimes does, it'd be almost exactly 1k. 

Edit: Didn't read that fully, but bestbuy does weekly-ish drops of ampere cards which are usually pretty predictable, if you properly prepare you can get a gpu pretty easily. Still wouldn't recommend the non-f, but that's up to you.

Dont really know how good the iGPU is, but the 11th gen i5 will probably pair pretty well with a 3060 TI. If you change the mobo to a b560/h510/z590 it should be good.

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.
