Here is my current setup, Operating System

What is a good GPU to upgrade to? Something not overly expensive, but still better than the 570 I have. At this point, I'll take any brand.

Wait at least a couple months for anything to get cheaper. The GPU market is fucked right now, I just payed $660 for a $350 5600 XT, and that was the cheapest 5600 XT on American ebay at the time. Stick to the RX 570 and keep checking ebay until the prices of things like the GTX 1660/Super/Ti fall beneath $600. Also is your 4k monitor really a 29Hz monitor, or do you have it limited to that. Because I would be looking at a 3060/Ti or a 3070 if you can get your hands on one (a legitimate one) for under $600.

It is supposed to be 60HZ but i can figure out how to set it. I'm still a beginner on all of this.

The option may be in the onscreen settings that you go through by pressing the buttons on the sides of the monitor, or within your Radeon software, or in the windows display properties. You can get to the settings by right clicking your desktop, pressing display settings -> advanced display settings -> display adapter properties (there will be three, find the one for your 4k monitor)

 

Then you go to the monitor tab and you can select a different refresh rate. If there isn't anything above 29Hz, and you are sure your display is a 60 Hz display, then you need to go through the radeon and OSD settings and start poking around. 

 

Trust me, monitor issues can be annoying AF. I just had an issue where my 1080p144 monitor would max out at 120 Hz, but only when connected to my 5600 XT, but would max out at 144 Hz when connected to a 750 Ti. Turns out that disabling all of the Radeon features like Radeon Chill, FreeSync, and Super Resolution fixed the issue.

I found 60Hz for 1440P but max of 29Hz for 2160P I'll double check and make sure its supposed to go to 60Hz.

It's your cable then, different generations of cables have bandwidth limits, and 4k30 would exceed it, but 4k29 does not.

No idea, I don't remember the specs of each DP and HDMI generation. What port is currently being used to connect the RX 570 to the 4k monitor? Also it could be that that port on RX 570 tops out at 4k30, but I doubt that.

I figured it out. PC is connected to hdmi 1 which will only go up to 1440 while the 2nd port will go to 2160, My hdmi switch wont allow my pc to be connected to it without me getting a black screen occasionally. Ty for all of your help!
