I was able to get a Asus ROG Strix RTX 3060 from the Newegg Shuffle but it has an issue. Sometimes I see a quick flicker go across the screen. It doesn't seem to matter what is on the screen at the time, desktop, web browser or game. I did also change my case and got a new 750w Super Flower Gold PSU since I needed it for the 3060 power requirements.

 

I've tried 3 different VESA 1.4 displayport cables, an HDMI cable, and two different monitors (LG 32GK650-F and Dell S3220DGF)

 

I've removed all other usb devices except mouse and keyboard and there are no other pcie devices plugged in.

 

PSU cables are fully seated. I also reinstalled the video card three times and checked the slot and video card connectors.

 

G-Sync is turned off (my monitors are Freesync but for troubleshooting it's all turned off, I see the flicker whether it's on or off).

 

GPU temperature is about 37 degrees idle and 59 degrees max during 3dMark.

 

There is a BIOS update for my motherboard (MSI B450 Tomahawk) 7C02v1H3(Beta version) and it says [Optimized Resizable BAR (Re-Size BAR) function with NVidia Graphics cards] but I'm a little nervous about flashing to a Beta version of the BIOS. My current BIOS is from 03/06/2019. Also, the Nvidia driver 461.72 from Feb 25, 2021 is the only driver available to troubleshoot with. Could a driver update fix it?  I could return this card to Newegg but if Newegg can't replace it and I take a refund I'll have to search for another card. I could RMA it to Asus but that makes me nervous too. Any ideas? I don't really know what else I can try. I still have my 5600xt as a backup but I wanted to put that in another computer.

Definitely go through with that bios update, I am not 100% about it being the GPU it more sounds like the bios for your motherboard needs to be updated to be able to support the GPU hardware. If I were you I would go ahead and flash the new bios software then try everything out again I have had the same problem on previous computers in the past. Seeing's how the 3090 just recently had been released using a 2019 revision of the motherboards bios is probably not the best for the results you are looking at getting.
