Unable to start programs (win 10)

I was playing a game and suddenly it just crashed. A few other programs also crashed so i restarted the computer and fired up the game again. When I did the same thing that I did when it crashed, it chrashed again. After another restart I could'nt get the game to start at all. It just disappears after the first loading screen. I cant start other programs either, like spotify, and other games. Some windows tools does'nt work either (device manager, etc). If I restart the computer I could get some programs that did'nt work to start and some programs that did work stops working. Then I thought that there was a problem with the ram because it used exactly 50% of it and i have two 8 gb sticks. I swapped around the ram memorys but that didn't change anyting. I have also updated windows to get the newest driver updates. Chrome and discord have always worked so I opened like 40 chrome tabs playing youtube videos and then I used like 15.5 gb of the ram memory and it worked without crashing. Earlier today I had problems with the computer shutting down, like 3 or 4 minutes after I started it but then I updated windows and that problem disappeared.
